LUCIO SOIBELMAN

Vice President – California

Mr Soibelman obtained his bachelor’s and master’s degrees from UFRGS, Brazil. He worked as a professional construction engineer and president of a construction company for 10 years before obtaining his Ph.D. in 1998 at MIT. He was a faculty in UIUC and CMU before he joined USC as the Chair of the CEE department in 2012. During the last 25 years, he focused his research on advanced data acquisition, management, visualization, and mining for the construction and operations of advanced infrastructure systems. He published over 200 books, books chapters, journal papers, conference articles, and reports and performed research with funding from NSF, NASA, DOE, US Army, NIST, IBM, Bosch, IDOT, RedZone Robotics among many other funding agencies. He received the ASCE Computing in Civil Engineering Award, the FIATECH Outstanding Researcher Celebration of Engineering & Technology Innovation, or CETI, Award, the ASCE Richard R. Torrens Award, and the ASCE Construction Institute Construction Management award. He is an ASCE fellow, an ASCE Distinguished Member, a member of the National Academy of Construction, and a member of the Pan American Academy of Engineering.

RICK BELL, FAIA

Senior Project Manager / Senior Architect

Mr. Bell has 45 years of experience across all sectors of the design and construction industry, including libraries, schools, affordable housing renovation projects and market-rate multifamily residential new construction. In addition, he has worked on hotels, conference centers, performing arts centers, medical facilities and public plazas.

DAVID CHITANAVA, LEED AP, ENV SP

Project Engineer

Mr. Chitanava has experience across all sectors of the construction industry, including commercial buildings, schools, residential buildings, hospitals, civil works, airports, and infrastructure projects. His career allowed him to acquire engineering, managerial, and leadership skills in the construction industry.

CYNTHIA M. CARRION

Community Engagement Manager

Ms. Carrion is an experienced nonprofit operations director with a background in finance, fundraising, program design, strategic partnerships, and a track record in cultivating teams for high impact. She is a youth and community development specialist with over 15 years of experience working with underserved communities in directing service programs, stakeholder engagement, and outreach. Cynthia is a bilingual human rights advocate and organizer with experience in international campaigning, grassroots membership organizing, and public speaking. Expertise in women’s rights, immigration, and education.

HEATHER A. JOSEPH

Community Engagement Manager

Proactive and innovative professional with expertise in building systems to increase volunteer engagement, community partnerships and facilitate learning activities. Demonstrated success in sustainability, charitable giving, community relations, and volunteer engagement. Exceptional creative communicator and relationship-builder who can develop strategy across departments, work collaboratively with internal & external stakeholders.

BIANCA SO

Environmental Engineer

Environmental Engineer with experience working for governmental, state, local entities, commercial, and residential clients During his professional practice she has provided a full range of environmental inspection and testing services, including for NYCHA to identify and define lead-based paint project requirements, inspections and analysis.

LEONARDO J. COELLO

Community Engagement Manager

Mr. Coello has advanced knowledge in developing work scopes, project management, meeting deliverables/deadlines and ensuring a seamless experience for all parties involved. During his time as a corporate manager, he directly supervised a team of 25-30 representatives. Also coordinated with technicians on the field to assure installations and small construction projects. Leonardo spent ten years in the nonprofit and education sector honing excellent relationship-building skills as well as a strong individual and group communication skills. These impactful years are where I forged the ability to advocate on behalf of the community or anyone who needed a voice. In many schools administrative positions, he was the lead in parent communication, school safety, and all third-party agencies. With additional responsibilities such as; school Fire-warden and Emergency Preparedness Coordinator.

ARSEN MUSTAFAJ

Construction Project Manager

A hardworking and motivated individual who thrives in a fast-paced environment. Two years of experience in chemical engineering operations, laboratory methods and procedures and process design, accompanied with four years of experience in environmental operations management, project management, environmental health and safety, and logistics, and one year of experience in environmental consulting.
